Cirga is on a distinguished road
I am not too familiar with the Radeon VE card.. but I have seen the GeForce4 MX 440 in action and I think it did a very good job on some pretty stress inducing games.

I would go for the Geforce myself.. but again maybe thats just because its my personal preference.. either way I put my trust in it.

You may need to possibly get an s-video to rca converter. Radioshack has them for around 10-20 bucks. I refused to pay that amount however and went the cheap way a wiring diagram might be found at this site .

Take pins 2 and 3 and turn it into one and 1 and 4 also put it into one. 2 and 3 will go to the tip while 1 and 4 to the ring ... simple

I have both a Radeon 7000 VE and a GeForce4 440 MX. I would choose the GeForce.
