Just a couple ideas... you probably will want to sink a few bucks into getting a cheap RAID card since it looks like you're building a gaming rig (RAID-0 will be all you need... sure it'll be annoying if one dies, but while they live it'll be nice!)

As far as fans, I recommend a lot of big fans. Reasoning: If you have a lot of fans, they don't have to be running all the time, and can run at a slower speed to achieve the same result (Translation: Quieter). I recommend you get as many 120mm fans as you can cram into whatever case you get. (As a result of this, I recommend you go full tower for the room). Whatever heatsink you get, just make sure it's copper. Aluminum ones might be tempting being both lighter and cheaper, but nothing will keep your processor cool like a big ole hunk of copper, and you really need one with a Athlon 64 (even more so with an Intel Prescott).

Yep, just like that.

Ah well, we all have our dreams, right? I'd stick to the Athlon 64, but a lower-end one, like the 2800+... she may not need it all now, but it'll last for a good long time since it's 64 bit... you can probably get away with 512MB of RAM, I'd go with SATA since it seems to be the way the industry is headed, I'd get a cheap-o video card (ATI 9550 seems to be a good choice in the sub-$100 range, runs pretty quick for a budget card, for me and one of my roommates), forget the RAID card, you may want to buy a bigger HD to make sure she can hold the videos... You could probably piece a really nice one together for ~$500, plus a monitor...

(Oh, and hi Fister!)
