I don't have any experience in flash programming myself but I can safely recommend that you give Macromedia Flash FX a try. Since it's from Macromedia, the creator's of flash, you can be sure it'll do all that you need.
The learning curve may be a little steep but it's worth downloading the 30 day trial from Macromedia.com

There is also a cool little tool that I intiailly started to learn Flash with called Swish (http://www.swishzone.com).
You can download a trial at the link above (it used to be free, but the devs figured out that they could make money from it).... It's a good way to learn the basics...then move on to Flash MX (which I'm trying to learn and having a helluva time with)
