Ok, i was watching a documentary about pimps and prostitue the other day. The producer of the show cover up the pimps and prostitues faces by bluring it. Does anyone know how to remove that? Is there any programe out there that i can use? tq

The answer is no.

A blurred video is a combining of the data of adjacent pixels in a manner which effectively destroys the data of the image it covers. Same with pixilation, and black bars in video are right out.

If you're just interested in redacting, though:

Some methods of redacting aren't quite so destructive, as they leave the information in place, and place additional information to obscure it. The government has run into this problem numerous times with PDF files, most notoriously with the CIA. Funny, you'd think that, aside from the NSA, they'd know best of all that redacting by obfuscation is pathetically overcome.
