Quad FX System Won't Boot

Don't you just love it when you throw down a bunch of dough for a new set up and it DOESN'T WORK? Ugh. Anyway, here's what I've got:

* Case: Centurion 534 +Plus
* Motherboard: ASUS L1N64-SLI WS "The Quadfather"
* CPU: AMD Athlon 64 FX-72 Dual Core
* RAM: 2x1GB Corsair DDR2 XMS2
* HDD: Western Digital Caviar 160GB SATA 3.0 GB/s
* PSU: OCZ GameXStream 850W
* Optical Drive: SATA DVD-RW


I have other components, but I can't get the system to boot with this, so their existence is moot. Now, here's what I've already done:

All parts are brand new, factory sealed. Everything is plugged in and plugged in correctly. I am using the CPU 0 slot on the ASUS motherboard, since I'm only running a single chip at this time. When the power supply is plugged in and switched on, the LAN ports flash and the green LED on the motherboard illuminates. When I attempt to switch the system on, nothing happens but for a faint sound that seems to come from the power supply, and the case's front LED's illuminate for a split second. This can only be repeated by switching the power supply off and on again.

I'm assuming this means it's time to RMA something. My bets are on the power supply. But I'd like to get a second opinion before I spend 2 months RMA-ing everything one item at a time.

Someone on an IRC chat somewhere suggested shorting a black wire of the 20/24 ATX pin connector of the PSU to see if it turns itself on. But that sounds a bit dangerous ... anyway, HELP
