Question Windows XP Problem

my grandmothers computer is having this problem that when you press the shut down button it wont shut down matter of fact it does nothing. i have to log out of her account and shut it down from the welcom screen.. so my question is what causes the OS to do this. and how can i fix it???

Control Panel->Power Options->Advanced Tab->Power buttons "When I press the power button of my computer->Select ShutDown..

That should do it..
