See the power options in the Control Panel. Maybe advanced power management is not enabled (either not recognized by XP or not enabled on BIOS). Try playing a bit with Power options on XP Control Panel and after that on BIOS (be careful with that).

Hey yer i got that problem on my family computer, i got XP installed on 3 of my computers and only 1 seems to have this problem. As i am currenly away from home i havnt had time to fiddle with it but the way i have told my parents to shut down is using task manager. Possibly check the shortcut in the windows system file is working correctly. I dont think it would be anythin to do with settings in XP as it works fine on my other computers, i think a fresh reinstall will be the option i take when i get home, seems easier than messing with settings, good luck neway !

does windows get as far as the 'it is now safe to turn your computer off' screen?
if so just press and hold the power button on the system case for 5 seconds and the pc will shut down.
you may find this is caused by the acpi funcion being disabled in windows, this is changed through the device manager as seen in the pic, this was taken on a win2k installation but the changes in xp are just cosmetic . be carefull tho, as if the shutdown problem is a hardware issue (ie xp isnt quite compatable with your motherboard) you will get a blue screen error when you reboot after making the changes, this can usualy be sorted out by rebooting pressing f8 during boot and selecting 'last know good configuration' but not always
