Motherboard problem!!

I recently hooked up an old pc i had and when i sometimes (not always) get an inaccessible boot device. I ran ram, hard drive and video card diagnostics test each coming back ok saying nothing was wrong.

I noticed right under the cpu there is a capacitor that must of leaked a tiny bit of electrolyte. It's fairly brown but dried up. Sometimes the hard drive sounds like it's turning off then on then off then on like it's losing power but the diagnostics came back error free.

I am just asking if motherboard is the cause of my problem. The system can get to windows (windows 2k) sometimes so i didn't know.
