Problem sending files through Windows Messenger

I can't seem to figure this one out... I can receive files through WM but I can't send anything. I have Norton Personal Firewall but Windows Messenger has access to all ports.

My internet connection is through an Alcatel SpeedThouch Ethernet Modem (adsl). It's strange... I'm able to use p2p aps, I have no router whatsoever... I simply don't understand.
Could it be my ISP? (I very much doubt it though, I mean why block WindowsMessenger and permit kazaa, piolet etc.)

is it possible XP's inbuilt internet connection firewall is enabled ?

been a while since i used xp , but i think its located start/settings/network & dialup connections
right click the icon for your connection , its somewhere in there
sorry i cant be more specific but dont use xp myself

Nope XP firewall is long since disabled, I checked it again just to be sure and no connection of mine is using it (either the LAN or the Dial-up)
