Big problems plz assist

Hi there techies

I have just had cable installed

the prob i have is i have 2 accounts with Administer but they dont have the access 2 change a setting i require 2 change
"netbios is not properly configed on ur system" that is what symantic security cheaks come back with as well as I need 2 "disable my file + print sharing" how do i do this also

I have XP + service pack 1
Norton personal firewall 2003

I have a prog called noshare from gibson research to change netbios config

So can someone please explain what is going on
