That is a utility that you get directly from Compaq (hp??) in the form of a sofpaq. You need to go to their site and input your serial number/computer model, etc and then you will navigate to a specific area where they show you what sofpaqs you have available to your. One of them is for the battery/monitoring proggy you are looking for.

Other than that you could always use the built in display power in systray option in windows.
