Now I will be thinking about this problem all day..but what programs are you running in the be more specific? Are you using Windows Media Player or whatever to access the file? Need for info please? But like LP said that you may be having a program in the background that is "using" the file. I would do excatly for like LP said except a few things different.
1.Close all the programs by righting click the task bar and select task manager.
2.Under the processes then sort by username then I would end process on everything that is under your Name except the program iexplore.exe.
3.But I would try to delete the file normal first just to see the program happened again.
But I am basically guessing on what you guys told me...I will have to research or look up this problem just to get a clear cut answer
