I could just be a bad Modem..I've had it happen myself..the only other thing I would look into is your ISP...splitting your signal can sometimes favor one more that the other...have your ISP ping you at both PCs..if this ends up being the case..than check your Ethernet Card, Modem, Cables & so on...it might just need a simple upgrade.
