MOST pc's will not work if no cpu fan present: which is good news. Your fan header may be bad, BUT pc apparently will work regardless. Plug the fan into another header. TEST both fans-the new one could be defective. Try drop or two of graphite bearing lube. Make sure there is nothing physically preventing rotation (deforming from overtightening screws, wire, etc). Use an appropriate-range multimeter to test the header.

I'm, not sure what voltage most laptop cpu fans are, but seems to me you can find another power source if the header is burned. It is feasible the fan bearings dried up, drew too much power and overloaded the circuit.
