one solution would be to create a "bootable recovery cd".
with these cd's you can boot directly from then into a menu which will allow you to run various recovery & disk checking utils, some of the more spohisticated ones even let you boot into a windows-like GUI system (run completly from the CD-Rom)

With this one you actually have to build you own recovery cd with your windows installation disk, lots of options, so may not be what your looking for if you just want something that "just works"

This one is a little simpler, it allows you too to download the ISO directly and burn it, this is a "pre-made" recovery cd iso, so use this one if you dont want to be messing around with different options, configurations and settings.
