You dont need to use the recovery console to format a drive, you can boot straight from the windows cd and follow the on screen prompts, tho usually an error loading the op system does mean hard drive, you might want to try slaving the drive in another pc and running a disk consistancy check and possibly some hdd utilities provided by the manufacturers of the drive before righting it off completely.
