I have bad news for you Cal. Although you have a great CPU (allows more than 50% overclock) the manufacturer is IBM. They somehow change their BIOSes and nothing can be done to change frequency/multiplier/anything. I tried with my IBM PL/300 P2@350MHz but eventually got to the news I brought to you.
Oh and something else - the RAM. I have 128 on this P2 and tried to get another 128 MB PC133 from the other PC - didn't work. Probably the MB works with some types/brands of memories - the others just fit in slot

So that's the news. Sorry I was the one to bring them. Save some money and build a new one.
